You have to take into consideration, just because no one knows Peter is Spider-Man NOW doesn't mean that they NEVER knew. Marvel's official stance on the Civil War unmasking is that it happened, and people remember it happened, but no one quite remembers the face they saw under the mask. Similarly, people like Norman Osborn for example probably know and remember that they used to know who Spider-Man is, it's just that they don't remember who he is at the moment.

Whoa, that opens up a whole new can of worms (as if there weren't a couple hundred already slithering around). Lex Luthor briefly knew that Clark Kent was Superman, but Manchester Black (I know) mindwiped him. He still knew that he once knew, which infuriated him and even intensified his hatred of Supes (who he blamed for the mindwipe). If that is the case with Norman, it really should be played out in a story (though it won't).
