The way I look it is it has nothing to do with loving Gwen or MJ more. The thing Peter wants most to not have made the mistakes he has made. Hence in HOM, Uncle Ben, Captain Stacy, and Gwen were all alive. In Peter's perfect world, he didn't fail them and they didn't die. And I think everyone can agree if Gwen hadn't died, Peter probably would've married her or at the very least not broken up with her and got with MJ.
