I have to agree that the Vulture's appearance was way too brief. I believe more time should have been spent fleshing out this character a bit more. Even learning about the fact that Toomes has nothing to do with the new Vulture was something that was pretty much revealed by the creative team in an interview a few weeks back. It's like the only reason he was introduced was to use as a plot device to make the New York citizens hate Spider-Man at the end of the issue.

He couldn't really call anyone to let them know he was okay, as he was stuck in the Macroverse until he and the FF4 finished their business out there. I'll admit that he could have at least made it known that he was going to be away for quite some time, but there was no way for him to tell how long he was going to be away for. So, it really was out of his hands...as much as he would have liked to call everybody and let them know that he was going to be gone for quite some time, the length of time he would have told those people he was going to be gone would have been untrue in the end, making him seem like a liar. He was better off keeping his mouth shut.
