I just got done reading Amazing Spider-Man #1 (the second volume) and its revealed that some mystery person/creature hired the Scorpion to kill Peter- this was before Scorpion knew Peter was Spider-Man, but it seemed obvious that whoever sent him to kill Peter knew. This also seems to be where Scorpion first gets a symbiote, but it doesn't seem quite like a normal symbiote here, its this black goo that bonds to his armor instead of him and makes it turn black and get more powerful. I haven't read the later issues down the line, so does anyone know who was responsible for sending Scorpion to kill Peter and giving him the black goo???

Your question is a twoparter and the answers are non-related. Scorpion bought the symbiote from Brock at an auction. Brock had cancer at the time and was trying to make money and get rid of the alien.

He didn't buy it at the auction. Rather, Don Fortunato did, and bestowed it on his son Angelo, who proved enough of a weakling that the symbiote abandoned him in mid-air. Angelo plunged to his death and the symbiote left under its own power (MK Spider-Man #5-8). Some time later, the symbiote tracked down Mac Gargan, a superior host, and Mac jumped at the chance to get the symbiote's power (MKSM #10). Thus the Scorpion became Venom.

It has been so long and the reveal so unforgettable that I don't recall who the mastermind behind the "everyone knows your secret and it is a giant conspiracy" tale.

I think it was meant to be Captain Power, an absurdly silly new villain tied to Byrne's "Chapter One" retcon in which Doctor Octopus and Peter Parker were created in the same accident (Ock's explosion happening because the spider fell into the radiation display).

In any case, with Chapter One having been removed from continuity by editorial by all accounts -- including direct statements in letters pages -- I'm not sure the Scorpion's weird armor from ASM v.2 #1 or Captain Power even "happened."

Whatever the status of "official canon," you're not ever going to see it referenced in a Spider-Man comic again, let alone reflected in more recent developments like Gargan getting the Venom symbiote.
