Well, I was more thinking on the lines that real-life chameleons catch their prey (quite often arthropods) using a very long tongue, so giving a character called the Chameleon a long prehensile tongue would have made as much, if not more, sense as doing this with a character called the Toad.

Yes, of course, I was only thinking about a flying animal catched in a giant web, or something else like that.
Actually, I think that Vulture was probably meant to be a Top 5 Spider-Man foe, back in the 1960s.
Let's look at the 5 villains who appear in Peter Parker's dream in ASM 100 : Vulture, Lizard, Green Goblin, Doctor Octopus, Kingpin.
I guess the problem is that after Stan Lee not many writers liked writing poor old Adrian - Roger Stern being the shining exception.
