Sometimes, he lied, sometimes, he didn't.
That's why we don't know what really happened.
We don't know if it really happened or not (Shocker & his Shocker-mobile, the head of Silvermane, Doctor Doom and the painting ...) or if it happened like this.
Everything is in continuity but it is only the point of view of Boomerang, that's how he perceives Shocker & the other Sinister.
So, everything's fine.
