Could be any reason she hasn't been seen. Maybe she didn't end up with the Danverses, so she's one of the other million or so Karas in the world. Maybe she landed in Russia. Maybe the Kryptonians missed Earth "by that much," and she landed on Mars. Maybe she's still stuck in the Phantom Zone with Earth-1 Rox prison. Maybe she just died on Earth at a young age. Maybe she just doesn't care enough to play hero.
Earth-1 also doesn't seem to have a Superman. So maybe no one survived Krypton. Or maybe Kal-El landed somewhere else.
Overall, I really enjoyed the crossover. I even didn't mind watching Arrow. My only complaints are the first 45 or so minutes of the story (almost the entire Supergirl episode) was boring as heck. A lot of nice moments, but still... boooooring. The only "highlight" was Alex getting her something something.
The other complaint is that often the fights were just so painfully scripted. For instance, one that stands out, is when Nazis have Iris and Felicity at gunpoint. Iris has time to screw around with something to distract the Nazis, and the women disarm them. Eyerollingly bad. Many other times, heroes are just standing around and bullets are miraculously missing them. BUUUUUT... it's all in good fun. Best not to look behind the curtain.
