That aspect was one of two things thing that were bad about this issue, the shrink ray and toy building handed over was a bad idea that Brian Bendis just tossed in idly without thinking it through. Likewise the utterly ridiculous assertion that the Invisible Mafia would meet inside a lead lined pipe(!) might suggest Bendis is intentionally being ridiculous, egging the reader on just to see what their threshold will be...

But as a whole I didn't find this issue as tiresome as you, it flowed along pleasantly but it did demonstrate again Brian Bendis' now very noticeable pattern of increasingly treading water with his plots, and stretching out his page-count with repetitive dialogue and rehashing events already seen and known. On the other hand the issue is packed with fine ideas actually - the Invisible Mafia and their methods, Red Clouds apparent inner conflicts, Her ties to the Daily Planet - the drawback being that the Mafia and Red Cloud are about the only things powering this book, and there arrives a point where patience from the reader wears a little thin.

For now it is enough. The set up in the book is interesting to follow but the longer it progresses the harder it is to see a relatively limited opponent as Red Cloud being such an insurmountable problem for Superman to deal with. Bendis is going to have to inject some new players and distractions if he is to keep his ongoing plot interesting and engaging to keep following...
