Its a tad more complicated than that and really there is no clear 100% defined answer (but I'd argue it is 99% clear). Its also been a while since I read through the whole series, but (going by the synopsis):
1. Masterson-Thor was initially possessed by Thor's Mind/Spirit, when Odin saved his life
2. Masterson-Thor was subsequently MERGED with Thor, when he saved the latter's life
3. Heimdall (who had the Odin-force at the time) split them BUT made Masterson the defacto* Thor.
4. Note that when real Thor defeats Masterson-Thor he does so with Experience and Skill, not strength.
*No pun intended
So looking at the above you could argue Masterson NEVER gained any strength from wielding Mjolnir.
A. In the first two instances he is merged with Thor in some capacity - thus having his strength.
B. When Heimdall makes Masterson 'Thor' he gives him sufficient strength to match Thor himself.
C. The real Thor was just a better fighter, not stronger than Masterson-Thor
So the only time Masterson was 'GIVEN' strength that was not Thor's own was by Heimdall with the Odin-force.
