This was under the Kurt Busiek/George Perez run. I remember Busiek saying that he was bulletproof. He clearly seemed to be powered down for Busiek's run, but how exactly was he bulletproof? Did he get shot and hit by bullets or something? While he did seem to be powered down, he was also able to take down and defeat (And almost kill.) The Presence (A villain who gave The Defenders and Quasar a hard time.) and help take on The Exemplars (Who were kind -of-like mini Juggenaut's.).

I do not remember it under Busiek off hand, but I know in the 90's he was shrugging off fighter jets machine gun fire. That was the best example I can think of at the moment.

One can say that Busiek did underpower Thor but he did respect him as being the most powerful member of the team. At least with word service and in some examples like Ultron Unleashed or Unlimited. Thor was the only one on the team that could break secondary adamantium consistently for instance and the team depended on him to make a dent in the army of Ultron's.

There are other examples, but generally Thor is bullet proof it seems. He ignored them under JMS too. In fact other gods did too, lesser ones than Thor.
