Just because they're already infected doesn't mean that the virus is active in their system. A zombie bite could be introducing an active version of the virus to the bite victim's system, thus killing and turning them.

But it may not be the most effective way of transmitting the virus. It's also possible that the virus needs a host in order to survive. Once it's outside the host's body, the virus dies, thus smearing zombie blood on you doesn't do anything.

I could be wrong, but I believe it's possible to have an illness that doesn't reveal itself until you get sick from something else that's unrelated. Basically, your immune system is successful in keeping the first illness at bay, but not totally eradicating it. Then illness two comes in and kicks your immune system's butt allowing illness one to finally affect you.
