It is likely the way which David Finch draws her with proportionally large eyes and colourist Richard Friend finishes them with a very striking and unnnatural Blue... the finished effect does serve to make her seem young and overly impressionable. But bear in mind that she has been directly stated as being aged 23 (making her 18 when she left the island and came to the US!), and that Superman has suffered similar problems with certain artists seemingly drawing Superboy rather than the Man of Steel.

All a result of The New 52 - where confusion reigns!
