Because I think that he's really reached the point already. Actually, he probably reached it a few years ago, but the only way that I can really see him NOW is pretty much as an adversary, or an all-out villain. Kind of like the Scarlet Witch during/after House of M. After that, she couldn't be used as a hero anymore. Or Hal Jordan when he became Parallax. Right now, that's kind of how I see Cyclops. No one really accepted Hal Jordan as a hero after that. Both Wanda and Hal got retconned, so unless something like that happens to or with Scott (Which I sincerely hope NOT! Not because I like the direction or what they've done to/with him (Really, I hate him now.), but because it's a cheap and easy way out.), I really can't see him being associated in a positive way in the X-verse and X-Universe. Certainly not with any X-Men or former X-Men. Kind of like what they've done with Bishop, he's a villain now, isn't he? He's another one who crossed the line of heroics. And did Scott really just up and leave Maddy and his child?

Actually I see him as a 21st century version of what the X-men were in the 60s, but without a telepath.

His underground hideout is just as secret as the original Xavier's school was.

They show up to recruit every new mutant they can find like Xavier did

Fighting law enforcement, seriously, if you can get your hands on some cheap reprints of the first 66 issues you'd see the X-men fighting police, military and average citizens plenty of times. It was just in an era where readers didn't care that superheros didn't follow the law to the letter as long as their intentions were noble. (and because humans that iceman partly froze or got hit by an optic blast were perfectly fine 2 pages later)

Enemies of the state: seriously, not even gonna try to list the number of "crimes" X-men were wanted for (and later forgotten) before Cyclops permanently took over for Xavier.

If Cyclops makes part of his new mission about redemption (and it actually works), and certain characters gave him another chance (seriously, he's not the first hero whose good intentions put the planet at risk and cost lives) he could be accepted back into the Marvel general community
