Only if you endorse vigilantism. Putting this example aside, even if Magneto has performed some good deeds, he's also killed many innocents over the years for which he has hardly atoned.

My own perspective is that he is currently "intended" as an anti-hero and his character arc since Uncanny X-Men #150 makes it difficult to turn him back into an outright black-and-white villain, which is not something I'd desire anyway.
