Well, that's just it. Overdrive seems to be able to do more with his powers. His powers actually alter vehicles, often creating weapons and stuff from scratch. Hijack just moves stuff around.

Not necessarily from X-Men. X-Men aren't the only mutants. Even at its height, Utopia never even housed the majority of mutants.

I don't think it should be from non-mutants, but it seems that it has come from other superhumans, as well: like Mattie Franklin and Owl.
