They aren't doing this to Storm, Emma, Polaris, Psylocke, or Dazzler, and even Rogue is into her mid-20s, now.

Have any of those characters really aged? I might give you Rogue, except that I never understood how old she was supposed to be, even in the earliest stories about her. She was theoretically a teen-ager, yet she wasn't drawn like a teen-ager. She always looked the same as she looks right now. The words on the page said teen-ager but the pictures said twenty-something. Jean, on the other hand, was actually shown via pictures to be older in 1975 then she was in 1963. Jean aged. I think this somehow disturbed Marvel. Deep down in the subconscious where some primitive element wants everything to stay the same forever.

Rogue was very much drawn like a teenager. It's just the bleached temples that throws you. But no, most characters don't seem to age past their mid-20s. The rest of that list were just introduced in their mid-20s. So, they stayed there. This is even sorta true for Cap and Iron Man, who should really be nearing 40 or so by now, but still appear like they're mid-20s.

Kitty has aged too, into her early-to-mid-20s.

Not sure the two are that related. Pretty sure Marvel's just desperate for teen heroes, and its another issue.

Teen heroes are the easiest thing in the world to have. Make up some new ones. And Marvel has done just that, more times than I can count. They have plenty of teen heroes to choose from. Trouble is, fandom mostly doesn't care, because nowadays most fans who actually buy comics (as opposed to watching movies or playing video games) aren't teens.

They might be the easiest, but they're also the dullest. This was even true back in the 70s and 80s.
