Spoilers just in case. I was wondering if this has even been mentioned or referenced since the reboot/Secret Wars. It seems that writers have pretty much played fast and loose with it anyway since Decimation (Mutants seemed to be getting their powers back pretty much right after House Of M.), and it doesn't seem like there was a definite list. If the writers wanted a mutant to be depowered, he or she was, if not, they weren't. Is everybody pretty much repowered, or are there still former mutants? Off the top of my head, what about:

There has never been a wholesale repowering of the mutant victims. Unless it's shown otherwise, everybody that lost their powers is still depowered. Those repowered are the exceptions to the rule. IMO, they should just repower everyone.

Was restored in the Age of X mini-event that involved Legion screwing with reality.

    The Blob

Powerless, but has been using Mutant Growth Hormone to repower himself into fatness. Has recently showed up in X-Men Blue.

Repowered by Volga, who used a supposedly very risky procedure, but she "miraculously" survived it.

These were all mutants that, to my knowledge, have not regained their powers. Did that change? I don't really read or keep up with Generation X. Any others of note? All of the major ones like Magneto, Quicksilver and Professor X have regained their powers. Thanks.

The short list of repowered mutants:
Xavier (but now he's dead)
Black Tom
Shen Xorn
Stacy X

Quicksilver doesn't even seem to be a mutant anymore.

Powerless, as far as we know:
Beak, Wind Dancer, and the other mutants that were members of that New Warriors team
Prodigy (David Alleyne)
any living Guthrie, other than Sam and Paige
Artie Maddicks (wherever the Future Foundation is)
any depowered mutants that survived the Kyle/Yost culling
any of those mutants from the Genoshan Excalibur series
El Aguila

and many, many more...
