Spoilers just in case. I was wondering if this has even been mentioned or referenced since the reboot/Secret Wars. It seems that writers have pretty much played fast and loose with it anyway since Decimation (Mutants seemed to be getting their powers back pretty much right after House Of M.), and it doesn't seem like there was a definite list. If the writers wanted a mutant to be depowered, he or she was, if not, they weren't. Is everybody pretty much repowered, or are there still former mutants? Off the top of my head, what about:
Danielle Moonstar
Jubilee
Chamber
The Blob
Marrow
These were all mutants that, to my knowledge, have not regained their powers. Did that change? I don't really read or keep up with Generation X. Any others of note? All of the major ones like Magneto, Quicksilver and Professor X have regained their powers. Thanks.

In Children's Crusade, the Scarlet Witch repowered Rictor. It was implied that Wanda would repower whomever asked her for their powers again. But to my knowledge, outside of Children's Crusade, no one has mentioned this. You'd think that word of Wanda's abilities would spread like wildfire among the depowered. I could understand why someone like Blob might not approach Wanda - but someone like Moonstar should definitely be repowered by now. No excuses.
Using Wanda as a repowering engine could also solve a problem for the writers. Six million mutants couldn't all make the journey to NYC. But thousands could. Morrison's idea of millions of mutants made the Decimation desirable in the first place (from a writer standpoint). No one wants to go back to those days. But most of the American-based mutants should have been repowered by now.
