    The character has changed over the years, but the original Claremont version wasn't going after kids and wasn't that much of a mad scientist. In some stories, he has been shown to be more rational and not so evil. It depends on the writer, but he's not usually doing anything to kids.

When he first came to the fore, he orchestrated the Mutant Massacre, which entailed slaughtering as many kids as the Marauders could lay their hands on. Also, Scalphunter was then indicated to have murdered Annalee's children even earlier, and since he presumably would have done that for money, who else but Sinister do you think paid him? Sinister he certainly had no qualms about harming children in his Claremont incarnation.

And while it was Louise Simonson who wrote the relevant issues, it was still at the time of Claremont's first run that other kids apart from Scott and Nathan were shown to be held prisoner in the orphanage, among whom were found the Bailey kids (children of Jean Grey's non-superpowered sister).
