The only time I can recall him saying so in so many words was in the First Class Finals mini, but that doesn't fit with continuity. In the issue, Jean's dreams are being life-like. Xavier says that she's potentially the most powerful psychic on the planet and he's nothing compared to what she can become.

But in Morrison's run, Jean temporarily stores his mind in her own, then hides his mind in pieces within the minds of a million other people and later reassembles it (with the loss of a few bits here and there). He's astounded and says that shouldn't be possible. That was around New X-Men #126-129 thereabouts.

There were Phoenixy antics going on in the Morrison run. So, it's hard to judge. What came first, the cosmic chicken or the egghead?
