The pre-UXM #171 appearances not included in that collection are:

As Marvel no longer can use Rom, I'm not sure if these ever have been reprinted or put in a collection.

Dazzler #22, 23, 24, 28 (#28 was shipped after UXM #171)
Included in Essential Dazzler vol. 2.

Uncanny X-Men #170 (where Rogue leaves her home with Mystique and Destiny; she appears in just one panel, but this is her first depiction with one white streak in her hair instead of two)
This has, AFAIK, been collected a few times, e. g. in the "X-Men: From the Ashes" TPB. That was reissued last December and also includes her earliest appearances as an X-Man (UXM #171-175).
