Almost everybody gets resurrected. The Council just determines the order or priority. X-Factor and X-Force also get says in who gets resurrected. The biggest factor in resurrections so far is simple availability (of genetic material and minds). Of course, the Council has been sidestepped/disregarded at least once or twice.

But hey, it's their Protocol. That makes it their right. They don't have to let anybody come back. They're actually better about it than most of Marvel's heroes. Let's not forget T'Challa has the cure for cancer but isn't telling anyone.

Yup. And Sinister isn't even a mutant.

It's been clear from the get-go, for me at least, that the "good guys" are at least just as problematic. There's the resurrection ban on procognitives, which was just Moira being spiteful. The whole system is destined to collapse like a house of cards, and Moira didn't want anyone to know.

Maybe with Moira gone things will start to change. The changes Hickman made to Moira is just about the worst thing in his entire plan. He took such an awesome character and transformed her into a monstrous POS.

Eh. Don't really agree. Death should be meaningless in fiction. The Resurrection Protocol and way its done is the only thing I love about Hickman's Era.
